Person Gone Missing

Help! A few months ago, my boyfriend, Toby, bought a classic 1976 Dodge Dart Swinger...even has the vanity plate and everything...but apparently, legally, the plate is still owned by the guy who sold the car to him, even though it came as part of the deal when Toby bought it. So now it's a registration issue, but Toby's been trying to get ahold of the guy via mail (we don't have his phone number) but the guy isn't responding. And it shouldn't be an issue since he did sell it to Toby and he can't possibly have a need for the plate anymore. Just needs to sign it over on the correct paperwork.
We've tried the white pages, the internet and 411 but can't locate his phone number. Do any of you info-savvy people know a good way to track people down?

i know a guy who knows a guy who can find people. but he's really expensive and he usually kills the guy after he find him. is that a problem?

sorry, i didn't actually know any really useful info to help with. unless you could track down his IP address where he's sending the emails from somehow? that might be a gene question. also though i think it might be impossible. isn't his name on any of the documents you have? couldn't you just go to the dmv or somewhere and get the info on the last registered person on that car? make friends with a cop and have him give you all the details from the liscense plate? private detective?

those were my initial thoughts. the DMV should have his most recent address. if he's no longer living there you may have to hire a P.I., which is really, really expensive.

but, as i said on michele's blog, if you guys can hang onto the license plate for fifteen years, it's yours.

well we have his name and address but he's not listed in any public documents. due to privacy constraints i can't imagine the dmv would just hand out his phone number...we could ask though.

well, i zoomed in on the picture of the car from my website, and i think i can make out the first six numbers. but it's pretty grainy on hi zoom. Oh well, if it doesn't work i'll just raid his house when i go down there.
